I. Introductory letter to the President of the Local Government Board / [John Simon] -- II. Observations by Dr. Pelikan, Director of the Medical Department of the Russian government, on Mr. J. Netten Radcliffe's report (May 1872) on the recent diffusion of cholera in Europe. Dr. Pelikan's memorandum (1866) on the measures for the prevention of the introduction of cholera and plague from Persia into Russia. Dr. Arkhangelsky's account (1871) of the great cholera epidemic of 1852-55 in Russia -- III. Memorandum by Mr. J. Netten Radcliffe on Dr. Pelikan's observations. Dr. Tholozan's note on cholera in North-East Persia, in the years 1867-69.
